FS#1089 - Convert polyline from segments on locked layers deletes the segments

If you select (line) segments in a visible yet locked layer and choose “convert segments to polyline” (OG), the segments are deleted, but inserting the polyline fails.
So you can easily destroy locked layers by mistake which contradicts the idea of locking layers.

I'm not sure how the severity can be low for such a fundamental issue.
If I lock a layer it must not be possible to easily destroy its continent by mistake.

Severity is always subjective :)
'High' severity means usually crash when using a part of the software.
'Medium' means that a major part of the software cannot be used due to the bug.
Neither of that seems to be the case here - if the bug occurs you get a warning, hit undo and you're fine to continue.

If you notice the warning. Else you might notice minutes, hours or days later that you deleted an object from a layer that you considered locked - and no undo can bring it back.
