FS#273 - Opening files drawn in previous versions, with layers turned off, loses those layers.
When opening a multi layered file, which has been saved in a previous version with some layers turned off, the following happens:
The file is loaded, all layers are shown as switched on.
The view contains only those layers that were switched on when previously saved.
Repeatable
If the file is loaded with all layers turned on, then saved (all within beta3-2)
then upon reopening:-
The file is loaded and the layers are shown with status as saved.
The view is as expected showing just the ‘on’ layers.
If all the layers are then switched on, the view is unchanged.

Clarification
Save a file with all layers set to on.
Start beta3-2 and open file.
# All layers show as expected.
Turn some layers off and save the file.
Reload the file.
# Layers show as expected, view shows the on layers only and the layer list shows the correct on/off status of the layers.
Switch on all the layers.
#The layer list shows all layers on, the view shows only those layers that were previously saved as on.
