FS#648 - Configurable behavior for line patterns at weight 0.00

A line with linestyle = dots and line weight = 0.00 appears in model space overly spaced, all other lineweights behave as expected.
Suspect other linestyles to behave in a similar fashion.

See attached drawing.

Suggested fix: use the same scaling for lineweight 0.00 as for lineweight 0.05.

Linepatterns of lines with a weight of 0.00 scale like linepatterns of lines with weight 1.00.
I.e. factor 1.0 or the original pattern spacing applies. This is intended for users who don't use line weights at all.

That's fine for those users I suppose...
But for those of us who do use line weights it is not all that fine (I'm being polite here).
I use line weight 0.00 for all sorts of auxiliary and construction lines (on dedicated layers); having to use solid lines now makes for quite a lot of extra work: edit layer styles in all my existing drawings is not a job I was waiting for... Not to mention the extra visual clutter in the drawing.
Perhaps a better way of dealing with this (for the users that do not use line weights) is a check mark to en- or disable pattern scaling with lineweight?

This likely boils down to some kind of switch in the user preferences, yes.
