First of all it would make it easy to move them in one piece.
The tools could then be moved to Polyline Tools or maybe get their own category called Polygon Tools with a Rectangle as Icon. |

This is definitely a matter of preference, either on a user basis or on a case to case basis.
Many users prefer not to work with polylines at all (a polyline might be easier to select or move, but also much more cumbersome to handle when it comes to trimming, cutting out segments, etc.). If a rectangle is constructed to remain a rectangle forever, a polyline would probably suffice. If a rectangle is constructed as a base shape to draw something more complex, lines are likely preferable.
