This task depends upon
This might seem trivial but it is not at all. The equidistant curve of an ellipse it NOT another ellipse but another type of curve.
QCAD does not have an algorithm at this point to compute that curve.

Exploding the ellipse produces a polyline, so the polyline 'offset' tool could be used as a solution here!
