I cannot reproduce that problem here.
Can you please be more specific:
- Is there no menu for the reference manual?
- Is there a menu that does nothing?
- Is the help window coming up but empty or with an error message? What is the error message?

This should happen automatically, but might not for permission reasons.
It's an annoying problem that keeps coming back and can't be fixed properly since the assistant is a 3rd party tool from Qt.
