Yes, Z coordinates for example for lines are stored in the line's start and end point. You can display / edit Z coordinates using the property editor: Edit > Application Preferences > Widgets > Property Editor > Display Z coordinates. If you want to run the circle Tangent to the top of the rectangle just use Circle "Tangent and 2 points, First click the top line of the rectangle, and then click the two corners the circle has to run through. That way you get the circle not sticking out of the rectangle at the top.. if i understand...
