title block coupled to page scale

Hi,
How can I create a title block that has always the same scale as the page?
If I create a title block in the normal way, like other entities in the drawing, it has the same scale as these. When I now intend to print out a part of the drawing and I zoom in to fit it on a A4, then the title block would also be enlarged due to the zooming and become to large for the page.
Is there a way to create a title block that has the same scale as the page?
