I see from some of the screen shots there is the ability to show front, side, elevation views. I do not see where to turn this on. Is this functionality actually available?

If you mean to display multiple views (viewports) of the same drawing, you can choose the desired layout in the application preferences:
Edit - Application Preferences - Layout - Viewport Settings

This just displays 3 views of the same drawing from the same perspective. I am looking to see 3 views a top view, front view, and side view of the object from 3 perspectives. e.g view from the top, view from the side, view from the front.

There appears to be a misunderstanding here.

Top, side and front views which automatically display the appropriate perspective of a 3D model only make sense for 3D CAD applications or modellers.

QCAD is a 2D CAD system.

Can you please explain the screen shot on the home page of the www.qcad.org, as it shows a top view, a side view, and a cut out 3d view.

Sure: the top and side view were drafted as usual with the QCAD 2D tools. the '3D' view is an isometric projection which was created from the front and side view with the isometric projection tool of QCAD.

Were the top and side views drawn independently of each other? That is if you need to adjust some of the side view, do you need to manually go and do the same adjustment on the top view, like you would if you drew this on a piece of paper?

Yes. This is how it is usually done with a 2D CAD system.
