From a QCAD user:
The command line does not respond when entering text with the keyboard

Note that QCAD command line needs keyboard focus to enter commands.

The command line has the keyboard focus if there is a blinking cursor in it:

If the command line does not have the keyboard focus and you would like to enter a command or coordinate, click into the command line first or simply hit the space key to move focus to the command line.

Most QCAD users find two letter keycodes more efficient than using the command line for starting tools:
- Make sure that the command line does NOT have the keyboard focus, if it has the keyboard focus, hit Escape
- Enter the keycode of the tool you want to start directly (not into the command line). For example to start the line tool, hit the 'L' key followed by the 'I' key.
- All key codes are listed in the menus and in tool tips
