How can I change unit measurements within the drawing?

How can I change unit measurements within the drawing that I'm trying to design? For instance, right now I have my drawing in inches, but when I change it to millimeters, and later I tried to "Offset" a line, it does it based on inches instead of millimeters as I expected to.

After you changed a drawing unit from inch to mm you have to scale the whole drawing by 25.4.

1. Load the inch drawing
2. Change the unit below "Drawing Preferences" from inch to mm
3. Select everything in the drawing - hit the "Scale" tool - choose a useful Reference point and use (in this case) for the scale factor 25.4 (1 inch = 25.4 mm).

Now your drawing is converted to the mm unit and an offset will work as expected.

Thanks for the advice. I'll go try it out on my drawing. By the way, where can I find the "Scale" tool or option?
