For my empty template drawing how can I add a border and a title block such that I can scale the drawing (drawn at 1:), down to a size suitable for a single 8.5 x 11 inch sheet? Say the front elevation of the part is 12 feet. Say on the next drawing, using this same template drawing the front elevation is 8 inches.

Ok, the front elevation with 8" would fit on an ANSI A Letter with a print scale of 1"=1",
the front elevation with 12' would fit on an ANSI A if your printing scale is 1"=16", correct?
By implication: If the drawing went 16 times smaller for printing then the border / title block needs to be 16 times bigger ...
This said you have to scale your Border/Title block. Multiplicate it by 16 and it will fit perfectly to an ANSI A with a printing scale of 1"=16"
