You can configure the decimal point for each drawing under:
Edit > Drawing Preferences > Dimension > Dimension Settings > Decimal Separator
Your drawing has this likely configured to a character that is not available in the QCAD standard font.
Alternatively, you can change the dimension label font under:
Edit > Drawing Preferences > Dimension > Dimension Settings > Label Font
If you cannot solve your problem, please attach or e-mail your drawing (DXF or DWG file).
