Problem with layers: block anchored to a layer.

I put a block on a layer. But after turning on-off-on the display of each layer, I note that the block was changed to another layer.
After changing the properties of the block, to assig to correct layer, the block returns to the previous layer.
What could be the cause?
Any idea?
