Multi-step toolbar buttons not working

Have version 2.2.2.0, running in Windows XP SP3
Recently if I hit edit, copy (or use the copy toolbar button), nothing happened to show the selection tools. Hitting it manually, there is no right arrow button.
Now if I try top copy, there is a flash of a change at the CAD toolbar, then it reverts back to what it was.
What is wrong?
