Will any of the tools for drawing text or putting dimensions on drawings from the scripting language be available as standard any time soon?

Probably not real soon. The scripting engine that QCad uses (QSA from TrollTech) has been dropped as a product. It will take some time to port the existing scripting features to their new engine which is integrated in Qt. After that, new features will be added again.

How about Python? Is easyer then QSA (for me ;) ).
