tangent continuity

How can I connect two different-sized circles through an arc which bears tangentially on both? The two different radii are given. The radius of the arc and its center aren't given.
I hope someone could help me.

If the radius of the arc is not given, there are any number of solutions.

If the radius of the arc is given, use the tool Modify -> Round
