The main idea is to input standard values for the angle(a) in the Modify/Rotate dialog box by one simple click instead of typing. As for your Q: One makes a selection and chooses to rotate (RO) before the dialog appears.
+/- 45;90;135 & 180 I use the most. Added the +/- 30;60;120;150 for the isometric guys. We will never use the 0.
I think that the purpose of function RO is for rotating - a defined selection - arround a WELL defined centerpoint - with a given angle or a ref and target

Annoying to switch from mouse to keypad and type 90,45,-90,180,-90,-45,90,-90,45,-90,180,-90,-45,90,-90180,-90,-45,90,-90 over and over again.
Sure I can hit F5 6 times for 90° or 12 times F6 for that. And the middle of ... is arbitrary in my designs.
Do you need to determine a Center Point for those rotations or it doesn't matter?
