FS#1763 - Simple Modify Move function

Moving things require an extra click on ‘Delete original’ and a click on ‘OK’

A simple Modify Move functionality will reduce mouseclicks for moving by 2 for every move that is made.

There are several options available for this:
- Drag and drop: Move mouse on top of entity, press left mouse button, move mouse a bit, let go of left mouse button, click target point.
- Cut (or Cut with Reference) / Paste

No, you can zoom in / out, pan, etc. even draw before placing the selection at the target point.

Still
After a selection is made: () depends on toolbar
- (Modify) - Move - Reference point - Target point - Delete Original - OK
> 5-6 clicks + Layer specification
- (Edit) - Cut+ - reference point - (Edit) - Paste - Target point - Reset or cancel
> 5-7 clicks + 7 paste atributes
- (Modify) - SimpleMove - Reference point - Target point
> 3-4 clicks
- Click and holding down on selection.
Reference arbitrary by nearest reference point and not a circle center.
