FS#2029 - Block order issue within drawing exchange between CE and Pro

If I create a dxf in Pro and open it in CE (or vice versa) the block order can change strange and a new Layout Block is occasionally added. Looks like dxf version (R15 etc.) doesn’t matters.

QCAD CE doesn’t really support layout block and just tries to treat them like other blocks. Editing a DXF file in QCAD CE can lead to (undesired) changes in the file as dxflib does not support all the entities / objects supported by QCAD Professional.
