Looks like the spline start / end tangents are not correct.

Try this:
1. Select > Select all
2. Misc > Modify > Reset Spline Tangents

If you can't solve it, attach the file please.

You'd typically use an engraving tool, not a mill to engrave small letters. Some engraving tools have a flat tip (indicated as "cutting edge diameter") to create a flat bottom surface:

Confirmed. You can convert logically closed polylines to open ones using Draw > Polylines > Logically Open Polylines, then split.

If I switch to single line as the approach for the letters and only do pocketing on the symbols, can QCAD CAM generate G-Code to manage deeper engraving to widen and narrow the letters at certain spots so it looks like a specific font? Nothing wrong with that. You can indeed get the free QCAD Community Edition by compiling the sources. Or you can download the free trial versions and remove the QCAD Professional plugins.

Again, I'd strongly advise to not use "#" in file names. This could cause all kinds of problems in many applications, including the file manager.

Most likely, QCAD simply cannot find any position to snap to due to your snap settings. 1.
