If you're on macOS or Linux, you might want to "print" to PDF instead, using the PDF export of the operating system instead of the Qt PDF export under File > PDF Export. That might make a difference.

Best practice is to create a folder in your home directory and configure QCAD to use that under
Edit > Application Preferences > Widgets > Library Browser > Library Sources

The regular expression is applied to the source of the text, not only the visible part.

The sources of your (formatted) text entities are:

\H0.125;123ABC
\H0.125;123
\H0.125;ABC123
\H0.125;ABC

The H0 bit matches your regexp.

QCAD uses a single set of parameters to compute dimension entities. These parameters are used as stored in the DXF/DWG file. A command line tool is not included out of the box (but could be created using the script interface with relatively little effort). BTW - any reason why I should not get the new 'Hatch' tool bar popping up in 3.19. - the button on the main left toolbar does nothing, but I can still hatch with right-click. Could it be that you have installed the new version on top of the old one? This will work when updating newer versions that ...

Quick fix:
- Delete all fills
- Select all outlines of the letters
- Draw > Polyline > Create from Selected Entities
- Create hatch from polyline outlines
