If your measurements are "tiny", you will have to scale your drawing to correct the scale of your drawing to 1:1. If you want to insert vector data into an OpenOffice document, I'd recommend to use the SVG format:
- Export your file to SVG in QCAD (File > Advanced SVG Export... or File > Quick SVG Export...)
- Insert the SVG into OpenOffice using Insert > Picture > From File...

Making operations not undoable (argument false) means transactions are not recorded. However, the layer list and other widgets are rely on transactions to update themselves. Not undoable operations should only be used for offscreen documents that don't offer any form of user interaction at all.

If you remove the layers using RDeleteObjectOperation, the layer list will be updated. See RemoveLayer for an example:

For the explode tool the layer the block reference was inserted to is irrelevant ("layer 1" in your example). I'm assuming your file contains a block which contains entities on layer "0". These entities have their attributes set to "By Block".
