I prefer to work from an 8.5 x 11 inch paper space that has been divided into a grid of 1/8th inch squares. Can QCAD do this? If so, how?

Yes. To determine those settings check the "Drawing Preferences" / Grid and Page

For Grid it should look like this example:
To have those settings for all new drawing please use the "Application Preferences" instead.
