The scale I need for my drawing is not listed in Edit > Drawing Preferences > Printing > Page > Scale. How can I set the scale of my drawing to a custom scale?

You can type any desired scale factor into that input field. For example "1:675" or 0.35 or 1/4, etc. Just point your mouse cursor at the input field, click with the left mouse button and start editing the scale:
You can also adjust the drawing scale using the input field in the options tool bar of the print preview (File > Print Preview):
