Why do my dimensions show as 28?95 on the attached drawing.
Also for some reason I cannot change the text size in the dimension preferences. It is stuck at .125.The attached drawing has the dimension in both red and green. Green is how it is measured. Red is after exploding and then changing test size. The line is 53.2 mm long.

Hi Don - it looks to me still that something is wrong with your installation. This behavior is unusual and was never been reported by other users.
May I ask you again:
You downloaded your CE from this site: http://www.qcad.org/de/qcad-downloads-trial
You chose the correct OS and the correct 32 or 64 bit file,
you removed inside the QCAD user interface the trial add-ons - to do so you need to run QCAD Trial as an Administrator.
If you need to reload a QCAD Trial/CE for a new installation please check the mentioned points and don't mix a new installation with an old one in the same directory. A new installation belongs always in an new or empty directory.

The Q CAD trial add-ons expired and were then removed. I am the Administrator.
The previous install was uninstalled in Windows and then registry swept with CC Cleaner to remove all traces.
I will reload again in a different directory than the default for Q CAD.
Are there any registry files that need to be deleted??

You are using the QCAD Installations program (.msi) or the QCAD ZIP archive? In your case I would recommend to try the ZIP archive.

It appears the problem is with the file itself. This file is an import from another program and obviously it doesn't convert 100%. Re-drawn in Q CAD and all is well
