Printing Page / wrong unit used

Hi,
this is hunting me for a while and maybe somebody knows how to fix that.

Case:

General Drawing Units all imperial/inch,

Mode_Space / Printing Page is using inch = perfect,

Paper_Space / Printing Page is using mm. WHY? Ok, the conversion is correct but I need to see that in inch.

And now the info what every Programmer is looking for: It is not stable in Paper_Space! It will change the unit on itself from mm to inch or back, always with the same Paper Size, correct value in mm or inch and ......................... I can't reproduce it! I can trigger that with switching back and forth between Model_Space and Paper_Space but I can't see a pattern.

Any Ideas?
