From a QCAD user:
How to make a block for insertion on certain layer, so that the block is only visible if that layer is visible.

Each block reference ("block insertion") is placed on a layer. If that layer is switched off, the block reference is also turned off.

1. Insert block "block1" on layer "A".
2. Insert block "block1" on layer "B".

Turning off layer "A" will hide the instance of "block1" on layer "A".
Turning off layer "B" will hide the instance of "block1" on layer "B".
