Printing & PDF lines & Dimension text CANNOT SEE, yet drawing can see

When Printing from PDF, and on the exported PDF, lines & Dimension text is too light (CANNOT SEE), yet in the drawing the same can be seen.
How do I fix?
Drawing & PDF, and screen shot close up of example can barely see dimension text & lines, (3)files attached, see below.
additionally added 2 more screen shot s one showing PDF after I changed scale factor from 1 to 3 in drawing preferences, text is larger yet still light can barely be seen. 2nd screenshot provided shows its dark in preview paper space( yet not in PDF) to be able to print at printer I need to print from a PDF, unless there's a way to print form the DWG/dfx (so far printer's say no they dont do it that way)

1. Show the layer list View > Layer List
2. Click on layer Dimensioning
3. Menu: Layer > Edit Layer
4. Change Lineweight to 0.13mm (or any other desired value)

Note that printers have a much higher resolution than screens and the thinnest line on screen is 1px while the thinnest line on a printer might not be visible at all.
