All layers revert to one layer in white.

Please provide more details.
What tool is used for the moving?
- Modify > Move / Copy
- Edit > Copy / Paste
- Drag and drop
Some of these tools have different options (see options toolbar at the top). If so, what options are used?
Note that Edit > Copy / Paste and Modify > Move / Copy both offer options to place the copy on the current layer or keep the layer info the same as the original.

click target point and enter 0.0
delete original

With your last sequence it is probably so that for the Move command (MV) the option 'Use current layer and attributes' is ticked.
In that case all selected will end up on the current active layer.
The one with the pencil icon.
On top, all entities will take on the current attributes what is probably 'By Layer'.

Sometimes even the simple things seem to get changed unknowingly by myself, as in move/copy.
Putting a simple tick back in attributes on move/copy worked.
