So,
I have a drawing named, cleverly, layers,dwg with all my predefined layers.
It opens just hunky dory in QCAD pro.
All the layers there in their glory.
If I create a new drawing and then import layers.dwg into it, only 3 of the 8 or so layers show up.
Any idea why?

Layers are not automatically imported, only layers that have drawing entities on it are created on the fly if they don't exists.
The solution is then that there is something on each layer you want to 'import'.
You might want to store your drawing with predefined layers and so on as a template.
Starting a new file with 'New from Template...' (Ctrl+Shift+N) will then include all that is in the template.
