Scripts that call a location to be opened by the file browser or by the web browser don't work as the Linux Mint KDE interface even though they work on the Linux Mint Cinnamom interface, How can I fix this?

This is likely related to Qt / KDE and not QCAD specific. You might want to search for Qt / qdesktopservices / KDE.
