CT3-command problem

I have problems to use 3-tangents-circle-command (CT3).
Some times it doesn't recognise the third tangent selection.

I made example file, where this can be tested.
It seems that tangent selection order has no influence of the outcome.
Similary there are no matter of what order the drawing's entities have been made.

OS: Win10 Pro 64

Version: 3.24.2.0 (3.24.2)

Some minor foundings:
Tested CT3 command with new snapshot, and did found the following weird things:

I made 3 new circles, and CT3-command worked fine.
But in the fourth one (between those three new ones) the request of third tangent did stay on, not change to solution selection.
Some times, when request text to select third tangent is still on, solution are selected, and the next circle insertion is activated with the request of third tangent selection.
Some times the blue color of potential solution is not cleared when cursor is moved to point the solution, and the selection is harder to see.

In the attached file, this can be tested.
