optimal inscription shape in a surface

Hello everybody
My task is as follows: I have a rectangular (better a random) surface. I have another smaller rectangular shape. I need to inscribe this smaller shape into the larger surface as often as possible. It would be better if there is an optimisation.
Next step: the shapes inscribed get consecutive numbers which I can edit at will.
Who knows about this??
