Library Browser Is Absent From Community Edition (3.28.1)

OS: Kubuntu GNU/Linux 23.04
QCAD version: 3.28.1.0 (3.28.1)

After converting QCAD to Community Edition. I.e. deleting the following files from "plugins" directory:

./libqcadproj.so

The "Library Browser" has disappeared both from Menu > View > Library Browser and from Menu > Edit > Application Preferences > Widgets.

On the recent release notes it states that 3.28.0 has "Retired SQL DB based Library Browser". Is this the intended consequence?
