I have a spline defined with 6 Fit Points .
Can additional fit points be added, or draw a new spline?

You will have to draw a new spline.
You can overdraw the existing spline easily using the 'snap to reference points' snap tool which snaps to fit points for splines.

When you draw your new spline as Andrew says this 'Workaround' may help?
1.Set up a new layer - points.
2.Set the layer color to something that you can see through the 'high lighted' spline e.g. yellow.
3.Set the line weight again to something you can see e.g. 1mm.
4.On 'layer' points add the extra points where you want the extra fit points to be using the Single Point tool and 'Snapping to entity' (on your spline).
5.Highlight the spline and then re-draw the spline using the newly added points.
6.Turn off layer - points.
