When exporting a drawing into PDF and printing externally the correct linetype is shown by printing from the
Model_Space. Printing from Paper_Space the linetype is always continous.

just quickly checked and could find weird settigs..
which doesnt mean there aren't any on my side
I'd recommend to not use the global scale in the print preview when using viewports.
To fix the drawing, proceed as follows:
- Delete the viewport in the paper space.
- Change the global scale (top toolbar) in the print preview of the layout block to "1".
- Create a new viewport. While placing the viewport in the layout, you can set the scale of the viewport at the top right to 0.01.
