This can be done with a library or API function.

While this is rated "very low" it would be "very useful" here.
This is because I often have many text boxes, and cutting & pasting from all of them is tedious.

A feature to export all text to a plain text file, maybe with headers showing the xy of the block, would do 90% of what I need.

You can probably use dwg2csv for exporting the content and place of all Text entities and Block Attributes.
Filter with the -t switch for type and perhaps with the -p switch for property.

I would base the translation on the plain text.
As I have seen inline text formatting in your files.
This will not translate very well but it can hold size, color and so on.

After translation you need a small script to replace the content of entities at a known position.
